Under Kenya Vision 2030, Kenya aims to be amiddle-income rapidly industrializing country by 2030, offering allitscitizens a high quality of life. It’s first Medium Term Plan wasimplemented between 2008 and 2012. This SecondMedium Term Plan outlines the policies, programmes and projectswhich the Jubilee Coalition Government intends toimplement during the five year period starting 2013 to 2017 inorder to deliver accelerated and inclusive economicgrowth, higher living standards, better education and health care,increased job creation especially for youth,commercialized agriculture providing higher rural incomes andaffordable food, improved manufacturing sector andmore diversified exports. All this is necessary in order to addressthe acute challenges of poverty, joblessness, andinequality and to facilitate faster realisation of Kenya Vision2030.The Plan was prepared through an inclusive andwide-ranging consultative process which conforms to therequirements of the Constitution of Kenya on publicparticipation in public policy-making. Its implementation frameworkhas also taken cognizance of the two-tier level ofgovernment, national and county, and new governance structuresmandated by the constitution in the form ofcommissions and independent offices.

M-power is a citizen science app that fostersinformation sharing between citizens and government with the aim ofenhancing timely, effective and efficient decision making &public service delivery. The app on the one hand empowers citizensto precisely report to government issues/incidentces thatinconvenience their day to day lives, while on the other hand,empowers government to satisfactorily provide requisiteinterventions, solutions and services to its citizens. Citizens canmake submissions via two sub-apps, namely MapIT that currentlyfocuses on mapping disaster related issues and ReportIT thatcurrently focusses on mapping such inconveniences/incidences aspower outages, water outages, disease epidemics, infrastructural& utility malfunctions, crime, accidents, conflict, amongothers. Near-real time visualization, analysis and feedback ofsubmitted inconveniences / incidents is achieved via a robust anddynamic geo-portal – www.mpower-ke.co.ke.
